Tesla's Cybercab briefly became the majority vehicle on the company's Texas robotaxi roster, but a subsequent influx of Model Ys reversed the milestone within days.
For months, Tesla's robotaxi service in Texas ran mostly on Model Ys. On October 27, the Texas Department of Motor Vehicles roster listed 544 Cybercabs and 507 Model Ys, marking the first time Tesla's steering-wheel-free, pedal-free Cybercab outnumbered the crossover it was intended to supplement. By October 31, however, the roster had grown to 1,204 vehicles, including 631 Model Ys and 573 Cybercabs, putting the Model Y back in the majority.
The roster changed quickly. On October 9, it showed 319 Cybercabs and 420 Model Ys. By October 27, Tesla had added 225 Cybercabs and 87 Model Ys. Four days later, the Cybercab count had risen by another 29, while the roster gained 124 more Model Ys. The shifts show rapid fleet growth, but not a one-way replacement of Model Ys with Cybercabs.
That distinction matters because of what the Cybercab actually is. It has no steering wheel and no pedals, a two-seat vehicle built from the ground up to run on Tesla's Full Self-Driving software with nothing for a human to grab if things go wrong. Tesla has been testing the production version on public roads around Austin with a safety monitor riding in the passenger seat rather than behind a wheel that doesn't exist. Public Cybercab rides began in Austin on September 3, and Tesla said more than 300 Cybercabs were serving the city by October 10.
Elon Musk has talked about the robotaxi business for years in terms of ambition, including a Cybercab priced below $30,000 and a fleet designed to scale rapidly. Investors have heard plenty of that and, after Tesla's original 2024 Cybercab unveiling sent the stock down nearly 9% amid concern about the lack of specifics, grown skeptical of promises with no hardware behind them. DMV roster counts are different. They're not a keynote slide. They're a public record of vehicles listed under Tesla Robotaxi LLC's statewide authorization, although they do not establish where or how often each vehicle carries passengers.
Tesla faces a federal deadline this week to justify the Cybercab's lack of a steering wheel, while a separate school-zone speeding petition targets roughly 1,000 Robotaxi units through January 2027. - NHTSA Tesla robotaxi certification deadline October 30 - Waymo robotaxi school zone safety violations investigation
There's a regulatory wrinkle underneath all of it. The National Highway Traffic Safety Administration opened an investigation into Tesla's self-certification that the Cybercab meets federal motor vehicle safety standards, a vehicle with no pedals is a genuinely novel category for federal rules written around human drivers. In a move that reads as more than coincidental timing, NHTSA has also proposed removing the federal requirement for brake pedals specifically for vehicles designed exclusively for automated driving systems. Whether that rule change lands before or after Tesla scales the Cybercab further will shape how fast this fleet math keeps moving.
None of this happens in a vacuum. Alphabet's Waymo, Tesla's most direct robotaxi rival, said in March that it was providing 500,000 paid rides a week across the US, double the 250,000 weekly rides it reported in April 2025. Waymo got there running a fleet of modified Jaguars and other SUVs stacked with lidar sensors, the opposite bet from Tesla's camera-only, purpose-built approach. Tesla's Cybercab presence in Texas is evidence that the company is pursuing a custom vehicle alongside its Model Y fleet, but 1,204 vehicles listed in one state remain modest next to Waymo's ride volume. Authorization isn't the same as utilization, either: the DMV registry only tracks which vehicles are cleared to operate as robotaxis, not how many are actually out carrying passengers at a given hour. Tesla says Robotaxi service now runs in limited form across Austin, Dallas, Houston, Miami, Orlando and Tampa.
What the Texas numbers show is narrower but still significant. Tesla has put hundreds of purpose-built Cybercabs onto the state roster alongside its Model Ys, turning a vehicle unveiled as a prototype in 2024 into part of a commercial robotaxi service. The latest count also shows why a single roster snapshot cannot establish a lasting shift in fleet strategy.
