Tesla has stopped taking orders for the Model 3 Premium in Canada, the Shanghai-built trim that brought the electric sedan down to $39,490 CAD. The automaker says it has used up its import quota for Chinese-made EVs and doesn’t expect to reopen orders until March 2027. But the Canadian government’s own tracker tells a different story: 33,069 of the 49,000 permits for China-made EVs in the current quota year are still available. “Tesla’s import quota” The change shows up in Tesla’s Canadian configurator. Both Model 3 Premium versions, RWD and AWD, are gone from the order page. The only Model 3 you can order in Canada right now is the Performance AWD, listed at $936 per month in financing. Tesla explains the pause with a short message on its site: “Model 3 Premium orders paused after high demand exhausted Tesla’s import quota. Ordering resumes if Govt of Canada issues more quota, expected March 2027.” Canada’s quota runs on a March-to-February year, so March 1, 2027, is when a fresh 49,000 permits become available. The Model 3 Premium RWD has been a hit since Tesla launched it in Canada at a record-low $39,490 in May. That’s roughly the price of a base Camry. Before it arrived, the cheapest Model 3 you could order in Canada was the $79,990 Long Range AWD, built in Fremont and hit by Canada’s 25% counter-tariff on US-made vehicles. Tesla shipped its remaining US-built Model 3 inventory out of Canada back in March to make room. Ottawa’s numbers don’t show an exhausted quota When Canada cut its tariff on Chinese EVs from 100% to 6.1% in January, it set a single national cap of 49,000 vehicles per year, split into two six-month periods. Global Affairs Canada’s notice for the current period says permits are issued “on a first-come, first-served (FCFS) basis” to automakers or their Canadian agents. There’s no per-manufacturer limit in it. According to the Export and Import Controls tracker, updated October 9, only 15,931 permits have been used since March 1. That leaves 33,069, or 67% of the year’s quota, sitting unused. The current period alone started with 33,397 permits: the base 24,500 plus 8,897 left over from the first six months. And the monthly breakdown shows when things stopped. Imports of electric cars valued at or under $35,000 (the customs bucket a $39,490 Model 3 RWD would fall into, since the threshold applies to import value, not sticker price) went from 465 in June to 4,743 in July and 2,597 in August. That ramp lines up with Model 3 Premium deliveries. Then September came in at just seven vehicles, and October was at zero as of the latest update. So Tesla went from importing thousands of cheap Chinese-built cars a month to nearly none, while two-thirds of the quota stayed on the table. The likely explanation There’s one line in Global Affairs Canada’s notice that could explain it. The department says it will monitor permit applications “for the purpose of providing equitable access to the quota to eligible applicants,” which “could include setting aside a portion of the available quota for the use of OEMs, including new entrants.” In plain terms, Ottawa gave itself room to stop one company from eating the whole thing. And Tesla is the obvious candidate. It had a head start because its Shanghai-built cars were already in Transport Canada’s certification database in March, while BYD and Geely are still setting up their Canadian dealer networks. Tesla’s wording, “Tesla’s import quota,” points the same way. If permits were still open first-come, first-served, Tesla could simply keep applying. Global Affairs Canada hasn’t published any company-specific allocation, so the details of what Tesla was given, and when, aren’t public. The other possibility is that Tesla’s order backlog is big enough that it already covers every permit it expects to get before February. Either way, Canadians who want a $39,490 Model 3 are now waiting until next spring at the earliest. Electrek’s Take The demand part of Tesla’s message is real. A Model 3 at $39,490 CAD is the best EV deal in Canada, full stop, and Canadians bought it in big numbers despite the anger at Elon Musk that’s still very visible here. That says a lot about how much price matters. But “exhausted Tesla’s import quota” is doing a lot of work in that sentence. Canada’s official tracker shows two-thirds of the quota unused. If Ottawa quietly capped Tesla to keep room for BYD, Geely and others, we think that’s a defensible policy choice. The whole point of opening the door to Chinese EVs was more competition and lower prices, not a Tesla monopoly on the cheap import lane. If that’s what happened, though, the government should say so and publish the allocations. Automakers, dealers and buyers are all making decisions in the dark right now. The bigger issue is the 49,000 cap itself. Canada sells roughly 1.9 million new vehicles a year. One affordable sedan from one automaker was enough to max out whatever share Tesla was allowed in about four months of deliveries. That’s a sign the quota is too small, not that demand is too big. The quota is supposed to be reviewed, and the deal already calls for it to grow to 70,000 by 2030. After this, will Ottawa move faster than that? If you’re buying an EV, powering it with home solar can cut your fuel costs to nearly zero. With electricity rates up almost 10% last year and expected to keep climbing, going solar is one of the best ways to protect yourself against rising costs.
